The Voting Rights Foundation works to create a free market in American politics. For too long, independent and third party candidates have struggled to run, to win, and to represent Americans - and our electoral system is to blame. We research, educate, and mobilize around changes to our electoral system to ensure better candidates, better policies, and better outcomes.

We dig deep into the challenges facing third party and independent candidates, voters, and causes - discovering the root issues of our electoral dysfunction.
EDUCATION
Using cutting edge technology and creative education, we take the complicated issues of electoral reform and break them down to educate voters about the ways “the game” is rigged.

RICHARD WINGER
Richard Winger is one of the nation’s foremost authorities on ballot access law and the rights of minor parties and independent candidates. He has served as Editor of Ballot Access News since 1985, producing the leading national publication tracking legal, legislative, and political developments affecting electoral access in all 50 states. Over four decades, he has conducted comprehensive research on ballot access laws dating back to 1888 and is widely recognized for his deep knowledge of the historical evolution and comparative structure of state election laws.
Mr. Winger has analyzed statutes, regulations, attorney general opinions, and court decisions nationwide concerning the rights of political parties and candidates. His expertise has been relied upon in dozens of federal and state court cases across the country, where he has provided testimony, affidavits, and expert analysis in significant ballot access litigation. Courts have frequently cited his research in decisions addressing constitutional challenges to restrictive ballot access laws.
He serves on the Editorial Board of the Election Law Journal and has contributed chapters and scholarly articles to numerous leading academic publications, including works published by Cambridge University Press, the American Bar Association, Rowman & Littlefield, M.E. Sharpe, and Praeger. His scholarship has appeared in the Fordham Law Review, Election Law Journal, Cleveland State Law Review, Seton Hall Journal of Legislation & Public Policy, and other respected legal and academic journals.
Mr. Winger has been a frequent national media commentator on minor parties and ballot access, appearing on NBC, ABC, CNN, C-SPAN, NPR, MSNBC, and other outlets. He has also lectured at universities and professional conferences nationwide, including Harvard University’s Kennedy School of Government and the American Political Science Association.
He holds a B.A. in Political Science from the University of California, Berkeley, and completed graduate study in Political Science at UCLA.

WILLIAM REDPATH
William Redpath is a nationally recognized leader in ballot access strategy and political party governance. A resident of Perrysburg, Ohio, he holds a B.A. in Economics and Political Science from Indiana University and an MBA from The University of Chicago.
Mr. Redpath began his career in accounting and finance with Arthur Andersen & Co., WISH-TV, and ABC and NBC before spending 38 years in business valuation, specializing in Media & Telecommunications, at BIA Advisory Services in Washington and Summit Ridge Group in Chicago. He holds an active Certified Public Accountant license in Ohio and Illinois and is a retired Chartered Financial Analyst and Accredited Senior Appraiser in Business Valuation.
He has served more than two decades on the Libertarian National Committee, including as Chair from 2006 to 2010. Widely known for his ballot access leadership, he directed the successful efforts that placed the Libertarian Party presidential tickets on the ballot in all 50 states and the District of Columbia in 1992 and 1996, the first time a party other than the Republicans or Democrats achieved nationwide ballot access. He has been inducted into the Libertarian Party’s Hall of Liberty and has been a candidate for public office eight times, including races for Governor of Virginia and U.S. Senate in Virginia and Illinois.
